Submit Manuscript

The Howard Human & Civil Rights Law Review (“HCR”) invites article submissions for Volume X. Formerly known as the “Howard Scroll,” HCR has published cogent legal scholarship in the areas of civil rights, human rights, and international law since 1993.

We welcome submissions from law professors, practitioners, recent graduates, and other scholars. Accepted articles will be published in Spring 2027. We strongly prefer submissions that are 25,000 words or less and in Microsoft Word format (.docx). In addition, all text must be justified and double-spaced in 12-pt size Times New Roman font. Further, all text and citations should conform to The Bluebook: A Uniform System of Citation (22nd ed. 2025). Lastly, please use footnotes rather than endnotes.

To be considered, please submit your article (1) to Scholastica, or (2) by email to hcrlawreview@gmail.com. Each author should include a curriculum vitae/resume with their submission. Please be aware that our preferred deadline for submissions is October 1, 2026. After this deadline, we will accept submissions on a rolling basis only until the issue is filled.

Please direct any submissions-related questions to hcrsolicitationseditor@gmail.com. Thank you for your time, and we look forward to your submissions.
